Subject :    Guidelines, norms for setting up of ICDs / CFS - Minimum requirement of land regarding

        I am directed to refer D.O. letter No. 16/5/92 - Infra I, dated 6.1.94 received from Director (Infra-I) on the above subject. The issue was examined in consultation with various Commissioners of Customs and Director General of Inspection. On the basis of views expressed by the field formations it has been observed that there is a need to provide norms regarding minimum land requirement for ICDs / CFS. At the time of setting up ICD/ CFS not only the present requirement is to be taken into consideration but also the future expansions are required to be kept in mind.

2.    This department is the view that for ICDs/ (which would include CFS) proposed to  be set up outside the limits of major cities a minimum area of 4 to 5 acres of land is required and for ICD inside such city limits/ port areas like Jawaharlal Nehru Port, a minimum area of 1 acre (about 4500 sq.m) of land is required.

3.    The above norms would enable the proper functioning of the ICD and would enable this department to use its human resources more effectively.
