Circular No. 661/52/2002 - CX
11th September, 2002
F.No.
137/8/2001-CX4
Government of India
Ministry of Finance
Department of Revenue
Central Board of Excise and Customs
Sub.: Distribution of work amongst various sections of the CBEC
It has been observed that though there is a clear cut distribution of work between the various Sections of the Board, the Commissioners do not follow these guidelines and matters relating to one Section are referred to another Section thereby causing confusion and delay. This is particularly so in respect of TRU. Since TRU is flooded with a number of references on technical matters from the Commissioners, they are not able to devote adequate time and resources to their assigned items of work.
2. I am, therefore, directed to enclose herewith the detailed distribution of work amongst the various Technical Sections of the Board. This distribution of work has been extracted from the “Induction Material, Notes on the Functioning of the Various Divisions”, issued by the Internal Work Study Unit of the Government of India, Ministry of Finance, Department of Revenue, and updated.
3. Henceforth it should be ensured that all references made to the Board on technical matters always indicate the Policy Section to which the matter relates so that the issue can be dealt with expeditiously.
4. Receipt of this Circular may kindly be acknowledged indicating the date of its receipt in your office.
5. Hindi version will follow.
Copy to JS(TRU), JS(CUS), JS(DBK), JS(Legal), JS(Review), Commr(PAC), DIR(CX1&4), DIR(TRU), DIR(CX3&9), DIR(CX6&8), DIR(CUS), DIR(DBK), DIR(PAC), DIR(ICD), DIR(AS), DIR(Review) and DIR(Legal) for ensuring that the work is dealt with strictly as per the distribution norms. One Section may consult another for their views or reaction but the primary work will be handled by the Sections as per the distribution norms.
