ALC CIRCULAR NO. 1/2001-02 Dated-23.08.2001 
Subject: Issue of Advance Licenses for import of Natural Rubber. 

Sir,
Attention of all Licensing Authorities is invited to ALC Circular No. 7/2000-2001 dated 24.10.2000 and clarification issued Circular No. 01/83/161/010/AM-99/DES-IV dated 7.12.2000 on the above subject. It has been clarified to all licensing authorities that no direct import of Natural Rubber - all kinds, would be allowed against any Advance License including DFRC and the same has to be necessarily procured from State Trading Corporation of India after the license is made invalid for direct import. 

2. Representation have been received from exporters and Associations stating that STC has stopped supplying Natural Rubber against invalidated Advance License with effect from 01.04.2001. They have also requested for allowing direct import of Natural Rubber under Advance Licensing Scheme. 

3. The issue regarding allowing direct Import of Natural Rubber under the Advance Licensing Scheme has been re-examined in detail in the Department of Commerce , in consultation with this Directorate but it has not been found possible to agree to the above request for allowing of Natural Rubber under the Advance Licensing Scheme including the DFRCs and the Annual Advance Licenses. In view of this all licensing authorities are advised not to issue any Duty Free License including DFRC, Advance License for Deemed Exports, Advance Intermediate License and the Annual Advance License for import of Natural Rubber.

ALC Circular No. 2 Dated: 03.09.2001
Subject:- Import of natural rubber under duty free scheme.

Sir,
Attention of all licensing authorities/Commissioner of Customs are invited to ALC Circular No. 1/2001-2002 dated 23.8.2001 (Copy enclosed) under which the licensing authorities have been instructed not to issue any duty free licence including DFRC, Advance Licence for deemed exports, Advance intermediate licence and Annual Advance licence for import of natural rubber. 

In this connection it is further clarified that duty free import of natural rubber under any scheme is not to be allowed. This includes Annual Advance Licence, which is issued without specific list of item of import. Licensing Authorities while issuing Annual Advance Licence should make a specific endorsement that import of Natural Rubber shall not be allowed. All Commissioner of Customs are requested not to allow clearance of natural rubber imported under any duty free scheme.
