Import of Mica Block/Mica Splittings/Films for manufacture and export of Mica products/Fabricated Mica products etc. under Duty Exemption Scheme.

As per Circular No.01/86/40/488/98-Norms/1474 dated 22nd Sept. 1998, all the Licensing Authorities were instructed not to issue any advance licence for duty-free imports of Mica in any form under Advance Licencesing Scheme as it is difficult to establish proper nexus between Mica imported and those exported against the same. In this regard, representations have been received from the exporters stating that there is quite shortage of good quality of Mica for export due to closure of mines. The Advance Licensing Committee in its meeting No.30/01 re-examined and decided in consultation with the technical authorities to allow the import of Mica under advance licence with prior import conditions. 

2. In view of the above, the instructions given in circular dated 22.9.1998 may be treated as withdrawn and all the Licensing Authorities are advised to issue the advance licences as per the norms available at SION entry at Sl.No.C-1347 of Hand Book of Procedure (Vol.II) with prior import conditions. It is also clarified that Ad hoc licences with prior import conditions can also be issued under Para 7.4(b) and 7.5 of Hand Book of Procedures (Vol.I) as per Policy & Procedure. 

This issues with the approval of DGFT.
